Kinikilala ng Senado ang tungkulin nito sa taong-bayan, at tutuparin natin ito nang buong husay sa espesyal na sesyong ipinatawag ng ating Pangulo.
Maraming kailangang aksyunan, kabilang ang mahahalagang panukalang batas tulad ng AICS Act, Anti-Political Dynasty Law, GIDA Schools Act, mga amyenda sa UAQTEA, GASTPE Act, at Masustansyang Pagkain Para sa Batang Pilipino Act, National Center for Geriatric Health, at Presidential Merit Scholarship Program.
Kailangan ding magpulong ang Commission on Appointments upang aksyunan ang mga pagtatalaga sa Gabinete, militar, at Foreign Service.
Lahat ng ito ay direktang makaaapekto sa buhay ng mga Pilipino, kaya titiyakin nating kikilos ang Senado nang mabilis at maayos.
Tatalakayin din natin ang agarang tulong, rehabilitasyon, at reconstruction assistance para sa sampu-sampung libong Pilipinong naapektuhan ng lindol sa Sarangani, kabilang ang muling pagtatayo ng mga nasirang imprastraktura.
Inaanyayahan ko ang ating mga kasamahan na dumalo at makibahagi sa proseso. Dapat ipagpatuloy ng Senado ang trabaho, tuparin ang mandato, at tugunan ang pangangailangan ng bansa.

On May 5, 2015, the 16th Congress of the Senate of the Philippines, then under the leadership of former Senate President Franklin Drilon, declared a quorum on their 69th session despite only having 12 out of 24 senators present.
Back then, four senators were out of the country and thus could not participate in the session, while three were detained and "physically unable to attend,"according to Sen. Drilon.
Eleven years later, during the 69th session of the 20th Congress’ First Regular Session on Wednesday, June 3, 2026, 12 out of 22 senators declared a quorum and promulgated that all positions be declared vacant, including the Senate Presidency. Sen. Jinggoy Estrada was not present as he was detained at the New Quezon City Jail in Payatas, while Sen. Bato dela Rosa’s whereabouts were unknown since he was last seen leaving the Senate last May 14, 2026.
Senators in both instances include Sens. Alan Cayetano, Loren Legarda, Bam Aquino, Pia Cayetano, JV Ejercito, Chiz Escudero, Lito Lapid, Tito Sotto, and Jinggoy Estrada.

#SupremeCourtPH Associate Justice Jhosep Y. Lopez urged graduates of Arellano University School of Law (AUSL) to embrace patience, resilience, and perseverance in the legal profession during the school’s 88th Commencement Exercises on May 28, 2026, at the Philippine International Convention Center in Pasay City.
Speaking as Guest of Honor, Justice Lopez reflected on Arellano University’s motto, “For God and Country,” and AUSL’s principle of “Primus Inter Pares” (first among equals), which he said guided him through rejection, illness, public service, and legal practice. He shared that his career was marked by setbacks, including the rejection of his application to become a Metropolitan Trial Court judge, four attempts before securing an appointment to the Court of Appeals, and eight tries before being appointed as the Supreme Court’s 190th Associate Justice.
Reflecting on the “For Country” aspect of the university’s motto, Justice Lopez said his years in public service as a Manila City Councilor and later as a City Prosecutor taught him how the law directly affects people’s lives and that public power requires both firmness and restraint. He added that his experience at the Court of Appeals underscored the importance of diligence and timely decisions, as every case involves individuals awaiting justice. He also linked AUSL’s principle of “Primus Inter Pares” (first among equals) to his work at the Supreme Court, where decisions are shaped through collective deliberation, emphasizing the value of thoughtful contribution, collaboration, and humility in the legal profession.

Bago i-adjourn ang sesyon, sinabi ni Senate President Pro Tempore at acting Senate Pres. Sherwin Gatchalian na napilitan umano silang mag-convene matapos hindi dumalo si Senate Pres. Alan Peter Cayetano sa mga nakatakdang sesyon noong June 1 at 2.
Dagdag ni Gatchalian, “the quorum of 12 is based on majority of 22 senators over whom jurisdiction can be obtained by the Senate. This is in full accord with the ruling of the Court in Avelino v. Cuenco, that an absolute majority of 12 out of the 23 members can constitute a constitutional majority of the Senate for quorum purposes.”

TBH, what happened today is a win for the country, to keep the senate moving forward, and start working. At the end of the day, what matters the most – is not the change of leadership but rather the proposed measures, pending bills and passage of significant legislations.
