The construction cost comes to $3,700/kw - 50% more than the already inflated prices for gas plant construction. Either the plant will be uncompetitive or electric rates would have to skyrocket.

He and I were opponents in the 1988 presidential primaries, but in the years following that competition, we became close friends and allies.
