Japan govt auctioned10-yr GX Bonds (299.9 bn yen) on 3/13, 4th and final round of auction for FY2025. Yield was 2.195%; bid ratio was 3.42, lower than 10-yr GX Bonds auction in Oct. 2025. Auction plan for FY2026 is total1 tr yen, less than FY2025, signaling low demand. 🔗mof.go.jp/english/policy…

The third phase of GX-ETS will ・introduce paid allocation to the power sector from 2033 ・use revenue from paid allocations to redeem GX Economy Transition Bonds. (3/3)

The second phase of GX-ETS will ・cover 300–400 companies, accounting for 60% of Japan’s GHG emissions. ・allocate free allowances based on benchmarking ・set no overall emission cap, making its NDC contribution uncertain. (2/3)

第3フェーズの詳細は未定ですが、発電部門の排出枠は2033年度から有償に。歳入は、GX経済移行債の償還に充てられます。徴収額は当面低く抑えられる設計で、将来に返済負担が大きくなる見通しです。 (3/3)

第2フェーズは、日本のGHG排出量の約6割を占める300-400社をカバー。排出枠は各業種ごとにベンチマーク基準に基づいて無償で割り当てられます。全体の削減目標がなく、さまざまな事情に配慮されているため、削減効果は確認できません。 (2/3)
