@busbyj2 @mmildenberger Hagel wasn't seeking to 100% reverse Bush's pro climate policies. Bush was not aware that Cheney was manipulating him and creating a major rift with allies. Bush deserves real blame for not doing enough on climate but March 2001 reversal was accidental from his perspective.

@busbyj2 @mmildenberger 5/Cheney and energy companies made sure Bush's response to Hagel moved the new administration firmly against climate action even though Bush had campaigned on a platform favoring caps on pollution from power plants as @mmildenberger correctly notes.

Anyone who expects solar panel costs to stop falling is a fool. We will see record unsubsidised solar power prices hit 1c/kWh within the coming decade: only got to halve once more after falling 99.8% in the past 42 years.
