There is much to be said about the amount, effectiveness and transparency of aid. The security context and institutional fragility of the States in the region have also limited the effectiveness of French aid operations. But why distorting reality?

Btw the French Parliament regularly complains about the untied nature of French aid, it allegedly puts French companies at a disadvantage in relation to Chinese companies. See Assemblée nationale, rapport Com finances PLF2023, annexe 5 :
