#Vietnam is pushing hard for a nationwide switch to E10 gasoline (10% ethanol blend) by late April E10 will replace ~1.1 million m³ of pure mineral gasoline per year. ≈ 6.9 million barrels of fossil gasoline saved annually. A clear move to cut imported fuel reliance amid global energy pressures. The Prime Minister’s directive accelerates the original June 1 target to mid-April or latest April 30. 2025 projected gasoline consumption: 11.37 million m³. New ethanol demand: 100,000–110,000 m³ per month (~1.2–1.3 million m³/year at full rollout). Vietnam’s 6 ethanol plants have combined design capacity that producers say can reach 92,000–100,000 m³/month under favorable conditions. However, only 3 are currently running (producing ~25,000 m³/month — roughly 25% of needs). Even at maximum domestic output, local supply would cover only ~40–45% short-term. The rest will still rely on imports (mainly US/Brazil). Several plants have been idle or underutilized for years. Some producers indicate restarts could happen in 3–5 months with financial support, technical fixes, and better access to bank credit/working capital. At the Ministry of Industry and Trade conference on March 26, Deputy Minister Nguyen Sinh Nhat Tan stressed the task is “highly demanding” and requires “greater urgency and determination than usual.” Focus is now on mobilizing supply, firm commitments, and targeted lending to revive capacity and avoid stranded assets. Businesses have been asked to confirm their supply capacities, volumes, and timelines. Distributor side: Petrolimex is piloting E10 RON95 at 60 stations in HCMC & Quang Ngai (daily volume ~95 m³, up 40%). PVOIL and others are upgrading tanks and blending facilities, with some ready from mid-to-late April (though a few upgrades may slip to May). Blending capacity from major players appears sufficient for nationwide rollout. This E10 acceleration pairs with the recent moves to electric buses in Ha Noi and HCMC — two practical steps reducing gasoline and diesel import dependence. Short term: heavy ethanol import needs + financing hurdles. Longer term: chance to rebuild domestic biofuel capacity linked to agriculture.
