A major explosion and fire at Valero’s Port Arthur refinery has taken one of the largest U.S. refining facilities offline, removing approximately 415,000 barrels per day from supply amid heightened market volatility. Our North American Refinery Intelligence Service has released a new report analysing the incident, using infrared monitoring across 12 key processing units at the site. Together, these units represent a significant share of PADD 3 refining capacity. Combining aerial imagery captured within 24 hours of the event with detailed operational analysis, the report assesses the scale of the disruption. Key findings include damage to the diesel hydrotreater, impacts on surrounding infrastructure, and the operational status of major units across the facility. Ukrainian UAVs once again attacked the Ust-Luga and Prymorsk Ports in Leningrad Oblast, resulting in large fires breaking out at both locations. These are the two largest Russian Baltic Sea ports. It appears that these drones once again utilised Polish, Lithuanian, Latvian, and possibly Estonian airspace to reach the ports, with drones just "magically" appearing in the region near the Latvian border, even though no alerts were issued in regions which the drones would usually have to fly through. This is the third day in a row that Russia's Baltic Sea Ports have come under attack, and the third day in a row that Ukrainian drones likely used NATO airspace to avoid Russian air defence.

Notwithstanding that nothing about these videos suggests any sustained fire broke out anywhere, this is a clear escalation by both Ukraine and Baltic States now frantic at the prospect of having to deal with an ascendant postwar Russia... done from a position of great weakness.

After two full days the Ust-Luga Port in Leningrad Oblast is still burning. The failures of Russian leadership to draw hard lines and to actually create deterrence is why these attacks happened. The drone utilized Baltic airspace for this attack which is not a new happening for this war. Russia will continue to be tooled by the west and Ukraine if nothing changes.

In the past 48 hours, drones have crashed in the territories of all three Baltic states: a clear indication that Russia’s war against Ukraine is generating wider regional risk. We will respond by strengthening readiness and accelerating air defence. We must all remain vigilant.
