Iran doesn’t need to win the military confrontation if it can tax the waterway indefinitely and watch Gulf states quietly recalculate who actually controls their economic lifeline. 8 to 12 months of demining means 8 to 12 months of Iran collecting tolls, and every day that continues is a day Saudi Arabia and the Emirates are reminded that the U.S. carrier groups couldn’t prevent any of it.
