Based on the information the federal government released today, there will not be a definitive list of eligible EVs like the last program. Instead, eligibilty will depend on final transaction price, which in the case of legacy dealerships, will vary from location to location depending on dealer specific discounts. For Tesla, the Model Y RWD should qualify in its base form with no options (paint), even if it’s not included on the “list.”

🚨UPDATE🚨: Looks like the Model Y RWD won't qualify for the new federal EV rebate after all - here's why. The previous iZEV rebate had a MSRP cap of less than $55,000. According to the government's press release today, the new program uses different and very specific wording - "final transaction value of up to $50,000." This means the vehicle has to be under $50,000 after all fees and options, but before taxes. With the Model Y RWD at $49,990, even the $26 tire fee pushes it above the cap. Tesla could end up lowering the price to make it qualify, we'll have to wait until Feb 16 to find out.
