Official Statement from United21 Regarding Future VRS Tournaments. Unfortunately, due to our decision to protect our future tournaments from match-fixing and cheating, HLTV has refused to cover our ranked tournaments in accordance with Valve’s current regulations. As a result, we have no choice but to cancel all tournaments with VRS status. This decision was not an easy one for us. Over the past three years, we have invested a tremendous amount of effort, time, and resources into developing United21 tournaments and have always strived to create a fair and competitive environment for young teams. That is precisely why we cannot abandon the principles that have guided us from the very beginning. We believe that neither the VRS system nor any other existing tools - including organizations that investigate suspicious activity by teams and players - are currently capable of effectively safeguarding competitive integrity of the professional Counter-Strike scene. Therefore, in our opinion, the responsibility for regulating and selecting participants should remain with tournament organizers. In practice, however, organizers are largely unable to make such decisions. As an organizer that has been hosting tournaments for three years, we are not willing to accept that some teams may use competitions not for fair competition, but to manipulate results, engage in match-fixing or take other actions that undermine trust. Unfortunately the Tier 2 and Tier 3 Counter-Strike scenes continue to face serious problems. Today, there is no fully-fledged independent regulator capable of systematically investigating violations and monitoring the competitive scene. Of course, there is ESIC and we sincerely appreciate the work of this organization. However, its current resources and capabilities are insufficient to effectively oversee the entire Tier 2 and Tier 3 scenes. This is not a criticism - it is an objective problem faced by everyone in the industry. We also acknowledge that we ourselves have made mistakes in the past by inviting teams that were subsequently disqualified or had their invitations revoked. Our goal has always been to support young players, academy teams, and new teams. But it is impossible to determine with 100% certainty the integrity of every team before a tournament begins. That is why we will significantly strengthen our oversight in future tournaments. All participants will be required to use webcams during matches, all voice communication will take place exclusively on the TeamSpeak server provided by United21. We will continue to implement other measures to help make our tournaments as fair and transparent as possible. We believe the VRS system is built on a strong idea. However, in its current form, it does not take into account the specific nature of the Tier 2 and Tier 3 scenes and does not provide organizers with effective tools to protect their own tournaments. Until a full-fledged regulatory body is established or organizers are given the ability to make their own decisions in truly controversial situations, this problem will persist. Today, a team can perform well at a single LAN tournament, earn a VRS rating, and then online tournament organizers are required to invite them in accordance with current rules. We are not accusing anyone in particular, nor are we trying to shift the blame. We are simply drawing attention to a problem that has long been known to the entire professional community. United21 is a small tournament operator, but we have always understood our mission and do not intend to compromise our principles. We will continue to independently determine the participants in our tournaments, support young players and new teams, and do everything possible to ensure that our competitions take place in a fair sporting environment - even if that means our tournaments will never receive VRS status.
