The City of Tshwane applies different procurement processes depending on whether a service provider has already been appointed through a long-term contract or not. In cases where a long-term contract exists on an “as and when required” basis, the City already has an established relationship with the service provider, including agreed pricing and terms. In such instances, the user department issues a deployment letter to initiate specific work. This deployment letter is directly linked to the original appointment letter as well as the Service Level Agreement (SLA), and therefore aligns with the approved scope of work and contractual conditions. Once the service has been rendered, the provider submits an invoice, which is then used to facilitate the internal generation of a purchase order for payment processing. In contrast, where there is no existing contractual arrangement and the requirement is once off, the process begins with the sourcing of quotations in order to determine pricing and select a suitable supplier. Following this, a purchase order is issued to formally authorise the procurement. The supplier then delivers the goods or services and submits an invoice for payment. This approach ensures that procurement processes remain compliant while also allowing for operational efficiency, depending on the nature of the requirement. #MadlangaCommission
