I like to think that, if we'd had better faction-based storytelling in the last 15 years, then the whole factions narrative would work better.
But ever since MoP, our faction based storytelling has largely been "RAWR WE'RE AT WAR. Actually jk the Horde leadership was evil the whole time, sorry!"
And it's frustrating we got that exact story twice, too.
I look back at things like WotLK. That had, in my mind, good faction based storytelling. There were still tensions among the Alliance, tensions among Horde leadership, and even the grand tourney had great interactions between the factions while also having them work together in the end, however tenuously, to accomplish the final goal to defeat the LK. (even if we tried to shoot eachother down in the process)
I enjoyed Cataclysm's war storylines, too. Each faction felt like it was building and developing and changing based on its leadership. Characters were actually getting developed.
Nowadays, I couldn't tell you who's the leader of most factions. I personally find that frustrating because it gives me less to latch onto, to care about. I'm not... super faction latched, but I did like the identity it brought. I think Azeroth now is less Horde vs Alliance and would actually stand to benefit from breaking into multiple other alliances and factions, but that makes for less of an "us v them" kinda game and story some people want.

I'd like factions as a concept a hell of a lot more if the writing for both of them wasn't abysmal dogshit
Despite how I feel I accept they're a core part of the game and will never be removed, but christ both of them SUCK BALLS right now

I feel like a lot of people are forgetting how much of an impact the faction war used to have. People used to get tattoos of their faction. PvP was SERIOUS. Faction pride was a very real thing back in the day, people LOVED it. Complaining about a core part of the game is crazy.
