That claim is partially true but contains some significant exaggerations regarding what the council can actually do.

What is Actually Happening?
There is indeed a meeting of the Kent County Council (KCC) scheduled for 19 March 2026. On the agenda is a specific motion submitted by the Reform UK political group to officially declare an "Illegal Migration Emergency" in Kent.
The motion aims to:
Formally recognize that Kent is at "breaking point" due to the costs of housing and caring for arrivals.
Pressure the central government for more funding and faster asylum processing.
Highlight that Kent taxpayers are footing a disproportionate bill for national border issues.
What is Misleading?
While the "emergency declaration" is a real proposal being debated, the claim that they will "refuse all illegals" is legally inaccurate:
Legal Obligations: Under the Children Act 1989, Kent County Council has a strict statutory duty to care for unaccompanied minors who arrive in the county. They cannot legally "refuse" them without facing immediate High Court action (which has happened in the past when they tried to cap numbers).
Limited Powers: Local councils do not have the legal authority to control national borders or refuse entry to individuals. Only the Home Office has the power to manage immigration and deportations.
Symbolic vs. Functional: If the motion passes, it acts more as a political statement and a "cry for help" to the government rather than a functional change in border law.
The Context
Kent has been in a long-running legal battle with the Home Office over the National Transfer Scheme, which is supposed to move asylum-seeking children to other parts of the UK so Kent isn't overwhelmed. The council often issues "Section 11 notices" to say they can no longer safely accept more children, but they are still legally tied to national welfare laws.
In short: The council is likely to debate (and potentially pass) an "emergency" declaration on March 19th, but they do not have the legal power to physically stop or refuse people at the border.

So Wigan Athletic have touted around for sale now that Mike Danson got his hands on the only thing he was interested in, The stadium.
The sooner he is out of the club the better, maybe, just maybe people will stop sniping at each other and see the real enemy here.
