The activity highlighted critical issues regarding equipment underutilization, the need for better technical training, and concerns over the durability of specific machinery brands. Additionally, the team noted data discrepancies and procurement-driven delays. In response, the DA Regional Field Office III and program leads have committed to implementing corrective actions and policy recommendations to resolve these implementation bottlenecks on or before July 27, within the 45 working-day deadline provided to address the observed issues and submit formal feedback. #PCAFPMT |The Philippine Council for Agriculture and Fisheries (PCAF) conducted a Participatory Monitoring and Tracking (PMT) activity in Central Luzon from May 18 to 21, 2026, to strengthen oversight of government-funded projects. By engaging Agricultural and Fishery Councils and National Sectoral Committees, the initiative ensures transparency and accountability through direct stakeholder validation of Department of Agriculture (DA) investments. In the 2026 PMT cycle, 170 projects were evaluated across Aurora, Bataan, Bulacan, Pampanga, Nueva Ecija, Tarlac, and Zambales. These projects span several banner programs, including the National Rice Program, National Livestock Program, National Corn Program, High Value Crops Development Program, National Organic Agriculture Program, National Urban and Peri-Urban Agriculture Program, Bureau of Fisheries and Aquatic Resources, and the Farm-to-Market Road Development Program. #PCAFConsultation | The Department of Agriculture’s (DA) proposed PhP247.23-billion budget for Fiscal Year (FY) 2027, about 15% higher than its current allocation, drew support from Civil Society Organizations (CSOs) alongside calls for more funding of participatory monitoring and other stakeholder engagement activities. At the National Agriculture and Fisheries (NAF) Council meeting on April 30, 2026, in Quezon City, members of the Philippine Council for Agriculture and Fisheries (PCAF) Consultative Bodies (CBs) underscored the need to expand Participatory Monitoring and Tracking (PMT) to strengthen transparency, accountability, and on-the-ground impact. “Increasing the monitoring budget allows us to verify if funds were spent properly, if projects reached target areas, and whether they delivered results,” said Raul Montemayor of the National Sectoral Committees on International Trade and Rice and Other Food Staples. #PCAFConsultation | Led by Department of Agriculture (DA) Secretary Francisco Tiu Laurel Jr., the National Agriculture and Fisheries (NAF) Council convened on April 30, 2026, at the Apacible Conference Room in Quezon City to discuss the Department’s Fiscal Year 2027 Plan and Budget Proposal (PBP). The meeting brought together government leaders and PCAF’s private sector partners from the Agricultural and Fishery Councils and National Sectoral Committees, who participated both online and onsite to address pressing challenges such as energy crisis, impacts of El Niño, and importance of a robust budget allocation. The NAF Council serves as the highest mechanism for agriculture and fisheries consultation and dialogue among government agencies, local government units, and private entities, including non-government organizations and people’s organizations. #PCAFStories | In a move towards transparency and inclusive governance, the @dacentralph, through the Philippine Council for Agriculture and Fisheries, in partnership with various DA livestock agencies, conducted a nationwide stakeholder consultation for the National Animal Industry Development Plan (#NAIDP) on March 30, 2026 in Quezon City. The event brought together approximately 130 representatives from government agencies, private sector, and the academe to vet the strategic roadmap mandated by Republic Act No. 12308, also known as the Animal Industry Development and Competitiveness Act that aims to modernize the Philippine livestock, poultry and dairy sectors. #PCAFStories | Six newly appointed and promoted employees of the Philippine Council for Agriculture and Fisheries (PCAF) officially took their oaths of office in two separate ceremonies held at the Executive Director’s Office in Quezon City. ​ PCAF Executive Director Bernadette De Los Santos facilitated the oathtaking, emphasizing the agency’s commitment to strengthening its workforce to better serve the agriculture and fisheries sectors. The first batch of appointees was sworn in on March 25, 2026. The ceremony included Emily D. Peralta, who assumed the role of Administrative Officer IV under the Administrative, Financial, and Management Division (AFMD)-Budget Section, and Mark Francis L. Arevalo, who took his oath as Development Management Officer II for the Policy Development and Coordination Division (PDCD)-Council Support and Coordination Section. ​ On April 6, 2026, four additional employees took their oaths, filling key technical and administrative positions across various divisions. Norman Paul R. Filiu assumed the position of Administrative Assistant III under the Office of the Executive Director, while Aiko Monique C. Del Mundo was appointed as Project Evaluation Officer I for the Planning, Monitoring and Knowledge Management Division-Monitoring and Evaluation Section. ​ They were joined by Erika Louise Dimas, who took her oath as Development Management Officer I for PDCD, and Zyv C. Cleto, who joined the Partnership Development Division as Development Management Officer I. ​ The oathtaking marks a significant step in the agency's efforts to enhance policy coordination, monitoring, and social mobilization. Aside from Exec. Dir. De Los Santos, the newly appointed employees were joined by OIC Deputy Executive Director Cyril Soliaban and their respective division officers.

#11thNVD | “Your Voice, Their Future”: 11th NVD Honors Agri-Fishery Champions They are the quiet architects of the Philippine agri-fishery sector—the women and men who trade their time and knowledge for the development of the industry. On March 26, 2026, over 400 dedicated private-sector partners from national and local levels gathered to celebrate the 11th National Agriculture and Fisheries Volunteers’ Day (NVD) and cheer for the country's agri-fishery champions. The NVD is an annual event organized by the Philippine Council for Agriculture and Fisheries (PCAF). The event highlighted the transformative power of volunteerism in shaping a sustainable and robust future for Filipino farmers and fisherfolk through participatory governance. It honors volunteers at national, regional, provincial, city, and municipal levels for their role in advancing participatory governance as mandated by the Volunteer Act of 2007 (RA 9418). The event featured Billie Crystal Dumaliang, co-founder and advocacy director of the Masungi Georeserve Foundation, as the inspirational speaker. Drawing parallels between environmental conservation and agricultural volunteerism, as well as the role of women in these efforts, she emphasized, “Kailangan silang pakinggan. Kailangan silang suportahan. Kailangan silang pagkatiwalaan. Dahil kapag umangat ang kababaihan—buong komunidad ang umaangat.” -Honoring the Champions- The highlight of the celebration was the recognition of outstanding volunteers, councils, and committees for their exceptional leadership in 2025. This year’s ceremony conferred a total of 80 awards across 40 categories at both the national and local levels, with winners receiving cash prizes and plaques in honor of their dedication.
