You are correct in principle, but the message from Trump in particular has been that people should stay home until the air campaign is over and then come out. If a clear signal had been given by Trump or BB that now is indeed time, it would have happened, but right now everyone is following the official position that Trump and even Cooper have stated over the past weeks. I agree that timing is crucial, as in, if what happened in January was happening now, the regime would have been finished, but the messaging from Trump carries a lot of weight.
