We hate having to call cops out - but when you're wrong, you're wrong. A Midland police officer pepper-sprayed a seated citizen inside City Hall who was requesting paperwork. Vicente Jimenez III went to Midland City Hall on July 2 to request a Notice of Claim form. He spent roughly 30 minutes speaking with Strategic Communications Director Stewart Doreen. Video shows him seated and speaking without raising his voice or becoming violent. Officer Sanchez arrived, ordered him to leave, pulled him from the chair when he asked for her supervisor, warned him, and then deployed pepper spray inside the public building. A second officer handcuffed him outside, took his phone, and he was transported to the hospital while expressing concern about his heart condition and the extreme heat. He was later released with no charges after officials reviewed the footage. There was no identified crime. No charges. A citizen asking his government for paperwork ended up sprayed, cuffed, and hospitalized. On behalf of the largest police news outlet in the world... the is BS. This use of force was unjustified. Officer Sanchez should be fired. The second officer who assisted in the handcuffing and phone seizure should also face disciplinary charges. #MidlandTX #Insanity

Reporting and telling the whole story is very much relevant. Did you read the article? They tried to help him repeatedly. They even met with him on 2 seperate occasions regarding his concerns. He wasn't arrested for being annoying or for not understanding the system. His original arrest was due to the fact that he had a controlled substance.

Does the City of Midland have a limit on the number of phone calls or visits a citizen can make in reference to a specific issue? I'm sure his repeated phone calls and visits were annoying in light of their repeated assurances the form did not exist and they'd probably done everything they could, however, annoying customers aren't necessarily committing crimes and who makes the decision someone has to leave a public space because the staff are annoyed by his presence? I question how much of a "disturbance" he might of caused other than being present. I'm sorry but I was a 911 Dispatcher for 41 years and had to deal with difficult and annoying people. It's part of the job even if they call or show up repeatedly about the same thing.

BREAKING: DHS confirms that the suspect charged with sexually assaulting and murdering a 2-year-old girl in Louisa County, VA earlier this month is an illegal alien from Mexico. ICE filed a detainer on Raul Genesis Ortiz Moran with local law enforcement & they honored the detainer and handed him over to ICE. Moran is now charged with second degree murder and aggravated sexual assault. He entered the U.S. illegally as a gotaway at an unknown time & location.
