The county manager proposed using an executive recruiter and a small commissioner group to select a tax administrator and candidates for finalists for board interview.

Hughes explains that OWASA may adjust rate projections and elaborates on the high water levels at the University Lake Dam, and how that is a Carrboro concern, not OWASA.

Commissioner Bedford asks Hughes about OWASA, and he responds that they cannot extend water/sewer lines outside designated areas, and the concern of commercial businesses being on the land is a zoning concern, not OWASA.

Hughes says the decision to separate the PFAs treatment project from the clearwell project was driven by site constraints at Morgan Creek, timing, and performance/infrastruction risk.
