It seems a lot of people didn't know about the Paramedic mission exploit, so here's an even more useful glitch for the Firefighter mission in GTA Vice City Stories.
Unlike in previous GTA games, getting out of the Firetruck won't fail the mission. If you enter a building, such as Ammu-Nation, the game will extinguish every active fire, immediately completing the level.
Simply head back outside, get back into the Firetruck and a new fire will spawn. Then return to Ammu-Nation and repeat the process.
Using this exploit, you can complete all 15 levels of the Firefighter mission in minutes, making Vic Vance completely fireproof on foot.

In GTA Vice City Stories, there's a helpful glitch that can make the Paramedic missions up to three times faster! Unlike other games in the series, the GTA VCS Paramedic mission don't automatically fail if you get out of the Ambulance. Instead, you have 30 seconds to climb back in. By getting out of the Ambulance right as a patient gets in, the game considers them collected... but they'll immediately climb back out, leaving the Ambulance empty again. This allows you to 'collect' every patient in a level without the Ambulance ever getting full. Once you've 'got' them all, you can simply drive back to the hospital and complete the entire level in a single drop-off. Instead of returning to the hospital each time your Ambulance is full (usually after every 3 pickups), you'll only need to return once per level. Across all 15 required levels, that's just 15 hospital visits instead of 45 if done properly, making the mission up to three times quicker to complete 🙌

If he was part of some high-speed unit that is in a Tier 2 category, like Army Rangers, he could very well be ambidextrous from his military training.
A lot of special operations units train their soldiers and operators to be ambidextrous so that if one arm or hand is injured, they can use the other effectively and accurately.
