He's not. Aziraphale and he are doing all they can already. They already have all they can safely and they both know it's not enough and it's not the fault of either of them.

If you think you can replace Aziraphale. Just know that Crowley's been waiting on that ass for 6000 years, and didn't even want someone else.
He curated parts of himself that would quietly blend in with Aziraphale. He's done that for 6000 years no probs. He's not choosing you.

I feel like Aziraphale has good reasons to forgive Crowley. Crowley is leaving him when Az knows he can't not do what he must. In S1 & S2.
The alternative is just not possible-running away, killing a child, saying no to M.
He can't say 'I love you anyway'. But it's as close as.
