From 2000-2009, the government of Ethiopia started looking for funds to construct GERD from international partners but everyone they tried turned them down. Ethiopian government decided to go with the impossible path, the government turned to the citizens.
The first citizen that they approached was the commercial bank of Ethiopia. CBE responded by accepting to fund the 91% of the project leaving the government with the deficit of 9% ( about half a billion).
The government went back to the drawing board and designed two models. One, the government increased the rates of treasury bills and bonds and encouraged Ethiopians to buy and investment in them for long terms which citizens did.
Second was approaching the Ethiopians in the diaspora to give generous hands as this project isn't just a government project but a national asset. Both Ethiopians at home and in diaspora donated generously.
In May 2011, Ethiopia kicked off with the construction of a $5 billion project funded by the people of Ethiopia.
Shocking part is that different leaders came in power during the construction of this project and all of them stuck to the scripts. Your personal goals as leader didn't matter, the goal was to deliver the people's project. Yes, Grand Ethiopian Renaissance Dam took Ethiopia 25 years to deliver it and they did it in the most fashionable way.
The truth is, when you show your citizens that you believe in each one of them and make them feel that they are part of something special your build, there is nothing a country can't do. But you as a leader need to be very intentional about the course you lead. Leaders are not CEOs!!

The fifth prosecution witness in the Nasir incident told the court in Juba on Monday that Dr. Machar allegedly offered him a colonel’s rank to join SPLA-IO and return to Nasir, but after he refused, his captors allegedly demanded $20,000 for his release.
