It is very definitely *not* “routine” for the Lords to fail to pass PMBs that have passed the Commons. Quite the opposite. (Of course this bill is not “routine” either - but that is beside the point.)

EXC - Senior backers of the assisted dying bill now believe it will fall in the House of Lords. It's causing fury among MPs who backed it. Opponents say this is routine for private members bills and supporters should not have misled public on bill's chances.

Few things to note about 'reasoned amendments': 1. Reasoned amendments are procedurally equivalent to rejecting a Bill: voting for it is voting to reject a bill for specific reasons which are put on the record.

NEW: A reasoned amendment to the welfare bill is being tabled by 13 Labour committee chairs as first reported by @romillyweeks It creates a big problem for Keir Starmer & Liz Kendall with around 80 Labour MPs already backing the amendment. If selected, it would give them chance to oppose second reading of bill because of issues incl poverty, lack of consultation, impact assessments and employment support. With rebellion still brewing, it could force govt to compromise, or else it could ultimately kill the bill, leaving govt with a £5bn black hole to fill and seriously humiliated by own party.

Assisted dying bill has been approved by MPs. Has cleared the Commons chamber. Now will move to the Lords where must go through an equivalent set of stages. Story not over yet!

Whatever happens, that the #assisteddyingbill has made it to a final Commons third reading vote is remarkable given the procedural challenges facing private members’ bills. MPs on all sides deserve credit for enabling it to be decided on its merits rather than procedural games.

@danny_webster I am writing something on the Lords as we speak. I think the answer is probably the bill needs to complete by the end of the session. We don't yet know when that will be, but I think the expectation is autumn sometime. But the Lords isn't tied to Fridays in the same way.

Key points from #assisteddyingbill debate. ⚫️ Report stage not concluded today; will resume next Friday. ⚫️ Majority behind bill supporters largely holding up. ⚫️ But majority overcome on one new clause. ⚫️ Bill supporters will be optimistic - but too soon to be sure.

This is not to claim that the assisted dying bill has had 'enough' scrutiny. There could always be more. In a chamber of 650 members, it's inevitable many won't get to speak. But the comparison does illustrate that this bill has had far more scrutiny time than most bills get.

This letter claims insufficient scrutiny of #assisteddyingbill & makes point it's 'now longer than the Government's Border Security [etc] Bill'. But BSAI Bill had: ⚫️ 3.5 hours for report and third reading (cf 3 days on assisted dying). ⚫ 12 committee sittings (cf 29).

NEW: More than 50 Labour MPs have written to the Leader of the House of Commons, Lucy Powell, asking for more parliamentary time to scrutinise the Assisted Dying Bill. With a final(ish) vote due this Friday, they say the bill is being amended up to the 11th hour.
