Maybe a consequence of minority support for the rule. Of the 1,246 roll call votes ordering the previous question motion from the 59th Congress to the 115th Congress, 1,089 of them were requested by members of the minority party. Or just under 90%.

I wrote this blog post on the Third Circuit's county line ruling. It's a big deal legally, not just politically! It limits parties' ability to organize primaries however they want. It recognizes a policy's disparate electoral effects as a severe burden. electionlawblog.org/?p=142526
