Canadian innovators need the freedom to test and develop new ideas without unnecessary barriers. Budget 2025 introduces regulatory sandboxes across government, allowing new ideas to be tested free from outdated rules and red tape, while helping government design smart regulations that protect Canadians’ health and safety. Under this framework Canadian innovative products will reach market faster, and be better regulated when they do.

CCI has previously highlighted the value of regulatory sandboxes, including in A Mandate to Innovate. They offer a structured way to introduce regulatory flexibility, reduce uncertainty, and allow innovators and regulators to test new approaches while maintaining oversight. 2/3
