The Housing chairs are currently attempting to sneak a bill through rules written by Legal Aid that will, -eliminate the ability of an owner to combine two vacant studio apartments to make a 2 or 3 bedroom apartment for a family (vacant apartments they claim don’t exist) - retroactively roll back the Appeals court Regina decision to apply the rules of HSTPA to BEFORE 2019 opening owners up to overcharge lawsuits in some cases before they even owned the building. - perhaps worst of all, allow a tenant to change their permanent residence but continue signing renewal leases for their below market rent stabilized unit while subletting it to make a profit, i, e. Rent stabilized apartment hoarding. This bill can be discharged thru rules at any time. And are being pushed by the housing chairs. Make no mistake they will lead to LESS housing at a time when New York is losing housing. Madness. They are Assembly Bill A6216b and Senate Bill S2980c and they must be stopped.
