Again Y'all did NOT pay attention to anything y'all claim to watch. Lightning was rare, yes. But not so rare where only 3 people out of the billions of humans could do it. Furthermore, the knowledge of how to properly generate lightning was no longer hoarded by the Fire Nation royalty and semenated to those who wanted to learn. It was STILL a rare skill, in the grand scheme. The BIGGEST misconception is that because you see tens of people, maybe even a hundred, generating lightning, that you assume the entire world knows how to. Even if 100 people knew how to generate lightning, it would still be rare as that's 100 out of the entire world population. Furthermore, that power plant is ONLY in Republic City. It exists nowhere else, implying that it still is a specialized skill.
