第7回となる「中東情勢に関する関係閣僚会議」を開催しました。
大型連休の出張について、閣僚からの報告を受けました。
茂木大臣からは、アフリカ有数の産油国であるアンゴラとの間で、日本企業のアンゴラ産原油の取引への参画を後押ししていくことで一致したとの報告を受けました。
私の親書を携えてサウジアラビア、UAEを訪問した赤澤大臣からは、両国との間で、我が国への原油の安定的な供給の拡大、日本やアジアでの備蓄協力の拡充、代替ルートの協力等の新たな連携について合意したとの報告がありました。
マレーシアを訪問した鈴木大臣からは、肥料原料である尿素の安定供給の確約を得るとともに、ナフサ及び原油の安定供給についても積極的に働きかけを行ったとの報告を受けました。
ホルムズ海峡を通過しない原油の代替調達は、5月は、現時点で約6割の代替調達が実現できる見込みです。
6月は、現時点で約7割以上の代替調達に目途が立ちました。
中東や米国に加え、中南米、アジア太平洋、5月には中央アジア、6月にはアフリカにも原油調達先が拡大される予定であり、原油調達先の多角化が進展しています。
こうした状況を踏まえ、7月の代替調達についても、6月の水準を更に上回る水準を確保するように取り組むよう、赤澤大臣に指示しました。
また、代替調達の進展を踏まえると、これまでの備蓄放出決定分の活用によって、6月に必要な原油を確保できる見通しが立つことから、今月は、第3弾の国家備蓄放出を行わないこととします。
今後も代替調達を進め、国家備蓄の放出を抑えながら、「日本全体として必要となる量」を確保していきます。
他方、「日本全体として必要となる量」は確保できていても、足下では、「流通の目詰まり」が生じている物資があります。
例えば、建設業界からは、「シンナー・塗料」、「ユニットバスなどの住宅設備」、「断熱材」、「塩ビ管」、「アスファルト防水材」などに対する供給不安の声を伺っています。
これらの物資については、製造事業者は、前年実績での供給が可能であることが確認できています。
このうち、「シンナー・塗料」、「住宅設備」については、その先の流通過程における目詰まりの原因を特定し、順次、その解消を進めています。
「潤滑油」については、業界団体を通じて、自動車整備工場や自動車用品小売業、部品製造業などの主たる需要家や、潤滑油の卸売事業者に対して、
「前年同月比同量の購入」に協力いただけるよう呼びかけています。
ディーゼル車の排ガスを浄化させるための「アドブルー」についても、自動車運送事業者や整備工場に対して、調達困難となる前の早めの相談や、「前年同月比同量」を基本とした調達を行うよう、周知・働きかけを行っています。
「食品包装資材のインクの原料」についても、前年実績での供給が可能であることを確認出来ています。
原油やナフサ由来の化学製品の供給が、「年を越えて」継続できることを所管業界の方々に、ご理解いただいた上で、前年同月比同量を基本とした調達を行って頂くよう周知を進めています。
国民の皆様の命に直結する医療分野においても、新たに、「体外式膜型人工肺（エクモ）の洗浄剤」、「血管内治療器具の誘導用ワイヤーの洗浄剤」などの「流通の目詰まり」を解消しました。
5月から5000万枚放出予定の「医療用手袋」については、5月18日の週より、医療機関からの要請受付を開始いたします。
その後、できる限り速やかに、要請のあった医療機関向けに、配送を開始いたします。
国は、更に放出可能な「医療用手袋」を4.4億枚備蓄しておりますので、ご安心ください。
一番茶のシーズンを迎えた静岡県や三重県の茶製造や給食センターでの調理に必要な重油を確保するなど、「流通の目詰まり」解消に取り組んでいます。
「シンナー・塗料」のように、製造事業者が、前年実績での供給が可能な物資であっても、川中から川下への流通過程で、目詰まりが発生することもあります。
そのため、川上の製造事業者の供給状況を確認するだけでなく、川中から川下の状況も地方経産局や地方整備局などの地方機関の連携や地方公共団体との協力を通じ、プッシュ型で丁寧に把握し、迅速に、目詰まり解消に取り組むよう、関係大臣に指示しました。
