This is one of those Naruto questions where the answer is probably a mix of lore and real-world writing decisions. First, Sasuke's Rinnegan isn't exactly the same as Madara's. Madara awakened a standard Rinnegan after combining Indra and Asura's chakra. We actually saw him switch between his Sharingan and Rinnegan multiple times. Sasuke's eye is different. Hagoromo directly gave him Six Paths chakra, and the result was that unique six-tomoe Rinnegan. It's basically a hybrid eye, carrying both Sharingan and Rinnegan traits at the same time. The biggest clue is that Sasuke doesn't switch between Sharingan and Rinnegan because he technically doesn't need to. His tomoe Rinnegan already grants him access to many Sharingan abilities while remaining a Rinnegan. We saw him use things like Amaterasu and genjutsu through that same eye. Another thing people overlook is that the tomoe actually change. Whenever Sasuke burns through a lot of chakra, the tomoe disappear temporarily. When that happens, certain abilities become unavailable until the eye recovers. So the eye does have different states, just not the same visible on/off state that we saw with Madara. As for why he never fully deactivates it, the series never gives us a direct canon explanation. My personal theory is that because Hagoromo's chakra permanently evolved the eye, Sasuke's Rinnegan became his natural eye state rather than a transformation he actively turns on and off. It's less like activating Sharingan and more like Kakashi trying to deactivate Obito's eye. Once the eye itself has evolved into something new, there may not be a previous state to return to. The funny thing is that even after hundreds of chapters, nobody in the story ever asks Sasuke about it 😭 So until Kishimoto gives a direct answer, we're mostly working with clues rather than a confirmed explanation. What we do know is that Sasuke's Rinnegan is unique, behaves differently from Madara's, and has never followed all the normal Rinnegan rules we've seen from other users.
