A warning on this.
In my local area, Lambeth, Low Traffic Neighbourhoods were - at great cost, & against the weight of responses to consultation - imposed, snarling up the streets with blockages of various kinds, new cameras going up to enforce them etc.
After the Council lost the case brought against it by residents in the High Court, they had - at great cost, of course - to rip it all out again, and all the fines they’d levied were null and void. Logically you’d think - having been able to pay identify drivers, demand payment, and then receive it from them - they’d be able to pay that money back automatically.
Think again. They wrote to residents setting out how to reclaim, but unless you had that letter - you were a visitor, say, or were passing through - you’d have no idea that you were entitled to your money back. Suitably enough I suppose, the automated cash system only worked… one way.
That will be the case in Croydon. So if you know someone who got one of these fines… give them a heads up. Even though the Council will have a record and will be entirely able to reverse the payments, they will not do it for you.

This is fantastic. Croydon decided to implement Low Traffic Neighbourhoods, blocking cars from accessing various roads and fining people £160 per infraction. They ran the scheme for two years. Now the High Court has ruled them unlawful as they were implemented for profit and not to reduce traffic at all. Millions of pounds must be returned to people who were fined. If you were fined during that time you have to request a refund.
