The lady is being playful and touching his arm and shoulder while teasing him. He appears to be smiling and not pulling away.
A smile doesn't always mean someone is fully comfortable, especially if he's shy. Unwanted physical contact at work can sometimes cross into harassment territory, depending on the context and how he actually felt.
At the same time, the interaction looks light-hearted rather than malicious. If he was genuinely okay with it, then it's probably just colleagues joking around. If it made him uncomfortable, then they should have stopped.
It's hard to judge fully from a short clip. What matters most is how the guy himself experienced it.

My girlfriend then (Now ex) will always ask me if my best friend was aware that he was my best friend. The question always sounds weird to me but I'd dismissed it. One day while we were on the phone, I was speaking highly of my friend over a situation we just handled, she got angry and yelled "Can you just stop talking about him like that?" I got mad too cos I was tired of her having issues with him for no reason. In the heat of the argument, she sent me multiple explicit pictures of him he had been sending to her. Before I could process what I was seeing, she sent in screenshots of their conversations, the terrible things he had said about me to her and how he was a better choice than me. Apparently, she had been wanting to tell me about it for long but she saw how blinded I was about the brotherhood, so she needed a solid evidence. Did I confront him over it? lol nah Till date, I never mentioned it to him, I just drifted away from the friendship. This happened in 2017 but I still keep in touch (both of them) till date.

Respectfully, organizing a conference is not the same thing as exercising spiritual authority over men. That’s an interpretation, not a clear or direct biblical command.
The instructions given by Paul the Apostle about women and authority were written within specific church contexts addressing order, doctrine, and disruption, not administrative or logistical roles like planning or convening gatherings.
If we’re going to take Scripture seriously, we also have to take the whole counsel of it. The Bible clearly shows God using women in significant leadership and influence over men. Deborah didn’t just “organize” anything, she judged Israel and led men under God’s direction. Priscilla, alongside her husband, helped instruct Apollos, a learned man, more accurately in the faith.
So we have to be careful not to draw conclusions that Scripture itself does not explicitly make. Not every form of leadership, coordination, or influence equates to assuming spiritual authority in the way Paul addressed.
At the end of the day, it’s important we don’t elevate personal interpretations to the level of doctrine, especially when the broader witness of Scripture shows a more nuanced picture of how God works through both men and women.
