BOTTOM LINE UP FRONT: ROBBIN REFERRED THE PRIVATE SECURITY CONTRACT TO AN “AD HOC” COMMITTEE WHICH TURNED OUT TO BE THE SHAM COMMITTEE I PREDICTED AS THEY DID NOT DISCUSS OR CONSIDER THE CONTRACT WHEN THEY MET. THEY SIMPLY VOTED 3-0 TO PUT IT ON THE AGENDA OF THE NEXT BUSINESS MEETING AND RECOMMEND IT FOR APPROVAL.
THEY LITERALLY DID NOT DISCUSS THE CONTACT THE CONTRACT WHICH THEY WERE FORMED TO REVIEW, THAT IS PROOF THEY WERE A SHAM COMMITTEE.
On 8 September, while reading from a prepared statement, PhD Calcutt unilaterally removed discussion and voting on approval from the agenda of the business meeting and referred it to a previously unannounced ad hoc committee consisting of herself, Davis, and Benway.
When hearing of the members of the committee, I objected because PhD Calcutt did not select the most qualified board members for her newly formed committee.
I then pointed out that I have been championing this issue for five years, that my line of business equips many law enforcement departments and agencies, and while my company was the lead sponsor of the FBI National Academy Associates, I attended no fewer than twelve school SRO and school safety seminars while attending state level FBINA re-trainers. Those seminars were taught by national experts on school security and SRO programs.
I then asked PhD Calcutt the qualifications of the members she appointed and her reasoning for appointing them.
After PhD Calcutt proceeded with her pre-selected members, I correctly pointed out that she setup a sham committee. I say “correctly pointed out” that it was a sham committee because, as you will see, it was a sham committee!
Before I continue let me say why she didn’t select Dahl, Johnson, Bruno or myself. We were not selected because all of us, to some degree, expressed skepticism of the Un-Armed Security Guards. More importantly, all of us, at least once brought up the turning it over the sheriff’s department was the best, or at least a viable, solution.
PhD Calcutt and **whoever** is advising her did not want any anyone on the committee who might actually ask a question and consider other options. They wanted ringer rubber-stampers, so Calcutt and **whoever** is advising her selected Calcutt, Davis, and Benway.
On 23 September, the sham ad hock committee met.
The meeting was reported in detail in The Pilot and the minutes of the meeting have been published. Although the committee did some busy work distractions, they did not discuss, nor did they consider the terms or wisdom of the private security contract which Calcutt formed for that very purpose.
However, they did vote 3-0 to put the item on the agenda of the next business meeting with their recommendation of approval.
In spite of me pointing out during the 2 September workession problems with the contract such as there was not requirement that the guards have prior LE experience, not one of the unqualified members of the committed thought to bring up and discuss:
-- Making previous LE experience a REQUIREMENT for the security guards
-- Require completion of an on-line SRO Training Program a requirement
-- Require trauma medical training and certification a requirement
-- Ask the board attorney about potential liability to the district
-- Question the potential awardees lack of experience with unarmed guards
-- Request past performance references from the provider
-- Look at and consider alternative experiences.
-- Question why are we paying $66,500 per year for unarmed security guard whose only requirement is they are a high school graduate which is more than we pay for a new SRO?
These questions weren’t asked because Calcutt and **whoever** is advising her KNEW that a committee of Calcutt, Davis, and Benway would not ask any questions, let alone those question.
They knew Pauline and I would ask those questions and were concerned that Dahl and Johnson might.
It is the responsibility and fiduciary responsibility of the chair to appoint the most qualified members of the board to committees. That is not what Calcutt did. Calcutt abused her authority by appointing the people she knew would rubber stamp the concept.
Had Calcutt appointed the most qualified members to the committee, the above issues would have been brought up, discussed, and resolved in committee which would have resulted in a better contract with more stringent requirements.
Instead, she appointed a SHAM committee and tried to shove the contract “as is” down the throats of Dahl, Johnson, Bruno, and myself. And her/their plan failed.
Her/their shenanigans are what killed the program and I was correct. It was a sham committee.
