The reason China's buildings are so notoriously poor in construction is that the government owns all land and leases it out to companies for however many decades. Since those companies don't know if their leases will be renewed when they expire, they halfass the construction.
The government doesn't care because, when buildings go up quick, it makes it look like their economy is doing better than it really is to foreign investors, and politicians are take bribes to let these companies cut corners.
