Nico Robin at the time only know as Miss All Sunday first appeared in One Piece Chapter 114(1999/11/22). At the time she was only only in black and white so how she would look like in full color was not known at the time.

In conclusion Nico Robin's canonical colors were shown in the source material before her first animated appearance. Even in animation she had pale skin first before getting a tan. The decision to remove her tan happened before the time skip in both filler and canon episodes.

Episode 420(2009/04/24) might be the first canon episode to feature Nico Robin has her source material accurate light skin colors. Since then other than archive footage she did not return to being tanned. The common misconception being she was 'whitewashed' after time skip.
