I would still say Aang was the worst. Toph simply went to the opposite end of the spectrum to avoid the mistakes her parents made. She wanted them to be free and not have an overbearing mother. She had good intentions for both her children it just wasn't great execution Aang, however, praised one child above the other simply because of the element he could bend. He placed Kya and Bumi below Tenzin and created a dynamic that carried into their adult years. There were no good intentions in that and shows just another way he was as flawed as any other Avatar.
