@PhilHobbs12 @SuptAndyCox @MetCC Not really. All those things, apart from the helmets, are in place for drivers but there's still plenty of hit and runs where police struggle to trace the driver.

@SuptAndyCox @MetCC If there was a law for cyclists covering helmets, a proficiency test,correct bicycle legality like lights etc & most of all every cyclist to hold a valid license.. you could have a better chance of tracking this guy... Come on Andy fight the fight...
