My Address after laying foundation stone of Rs 42 cr BioFoundary at the ‘National Agri-Food and Biomanufacturing Institute’ #NABI #Chandigarh: Key takeaways: “In the emerging global food scenario of lab foods including  animal free lab milk and lab mutton, the world is faced with rising global protein demand and environmental concerns requiring alternative and sustainable solutions. And therefore, “smart proteins” developed through microbial fermentation, plant biotechnology and synthetic biology offer a scalable and sustainable pathway for the future of food.  BioFoundaries like this can serve as ‘Smart Protein Forum’ bringing together research and industry to accelerate innovation in this emerging sector. The new facility will provide advanced infrastructure including large-scale fermenters, upstream and downstream processing systems, and high-throughput experimental platforms. It will also support #StartUps and industry through scale-up, pre-commercialisation and technology transfer, while also serving as a skill development hub for young professionals and entrepreneurs in biotechnology”.

Laid the foundation stone of India’s first dedicated BioFoundry Centre at “National Agri-food & Biomanufacturing Institute #NABI, #Chandigarh, under Department of Biotechnology, Government of India, with an outlay of ₹42 crore over two years. In an age when the world is exploring options of food security through “smart foods”, this facility will enable scaling of advanced agri-food biomanufacturing, including processed proteins, bio-inputs and bio-based products, bridging lab research with industry and thus also strengthening India’s bioeconomy.

“The highlight of this year’s Foundation Day of "Biotechnology Industry Research Assistance Council" #BIRAC is that, as per the India Bio Economy Report #IBER2025 released today, India achieves a quantum rise in bio-economy, touching the figure of 195.3 billion U.S. dollars. This is significant , particularly because before the Modi government came in 2014, India's bio-economy stood at mere 10 billion U.S. dollars, which means that there has been a nearly 20 times hike in just over a decade. This milestone is in keeping with the collective realisation that the next industrial revolution is going to be biotechnology driven and the entire paradigm of economic growth is going to shift from IT to majorly Biotech and, when that happens, India would have already taken a lead. Similarly, while in 2014 the number of biotech #StartUps in this country was just around 400, today it is nearly 12,000, which is again quite a record. While congratulating the entire fraternity and the industry for this synergised effort, it is important to mention that, this success story has been possible primarily because of an enabling milieu and patronage provided by PM Sh @NarendraModi, who not only made sure that India was among the first few countries in the world to launch a dedicated Biotechnology policy called #BioE3, but he also made it a point to publicly announce this in his Independence Day address of 2025, calling upon the youth of the country to explore the biotechnology sector to discover a bright future for themselves”.

Smt. Sarita Chauhan, Joint Secretary, DARPG chaired the 19th National e-Governance Webinar (NeGW), organised by the Department of Administrative Reforms and Public Grievances under the themes “Grassroot Level Initiatives for Deepening/Widening of Service Delivery with focus on District/Urban Local Bodies (ULBs)” and “Digital Transformation by use of Data Analytics at the Central Level.” The webinar featured two National Award–winning initiatives: Amin Management System of Gangtok district, Sikkim, and Drone Analytics Monitoring System (DAMS) for Highway Management by National Highways Authority of India. During the webinar, Joint Secretary, DARPG highlighted how digital platforms are enabling both last-mile service delivery and large-scale data-driven governance. She emphasized that such initiatives strengthen transparency, accountability, and efficiency while improving citizen trust. The Amin Management System is a real-time, cloud-based platform that digitizes appointment scheduling, enables online payments, and allows citizens to track site inspections in real time and download spot verification reports. The system reduces delays and minimizes reliance on manual processes while improving transparency and efficiency in land-related services. The Drone Analytics Monitoring System (DAMS) is an AI-powered platform for real-time monitoring and management of India’s national highway network. It uses drone-based data capture and advanced analytics for road safety measures, highway maintenance, plantation, and for enforcing quality standards, enabling transparent and data-driven infrastructure governance. As part of the 19th National e-Governance Webinar (NeGW), Shri Tushar G Nikhare, District Magistrate, Gangtok, Sikkim presented the Silver Award–winning initiative “Amin Management System,” which demonstrates how digital platforms can transform land verification services. The Amin Management System allows citizens to schedule Amin appointments via web or mobile app, track visits in real time, and download automated spot verification reports. The platform integrates digital payments and ensures transparent, cashless transactions. The scope of the project includes integrating with loan processing, disaster compensation, and property transfer workflows, thereby fostering greater citizen trust and satisfaction while substantially curbing corruption and bureaucratic delays. The initiative has reduced appointment processing time from 2–3 days to just 5 minutes and reduced spot verification time from one month to one week.
