TransMed : La Tunisie doit exiger sa "Part du Lion" (7 % soit 800 millions de dollars) La Tunisie perçoit une redevance de transit (en cash ou en #gaz) estimée ces dernières années entre 400 et 600 millions de dollars annuels (environ 5,25 % du gaz transporté). Avec un PIB autour de 59 milliards de dollars en 2025, cela représente environ 0,7 à 1 % du PIB. C’est un revenu utile (qui aide à couvrir une partie des besoins énergétiques de la #STEG et les finances publiques), mais non vital pour l’économie tunisienne. La Tunisie est en position de bénéficiaire passif : elle tire profit du passage sans en dépendre de manière existentielle. • L’Algérie dépend beaucoup plus fortement du pipeline. Le gaz reste le pilier de son économie (plus de 90 % des exportations en valeur). Le TransMed achemine une part majeure de ses livraisons vers l’Italie (environ 20-21 milliards de m³ en 2024-2025, soit autour de 30-32 % des importations italiennes de gaz). Une rupture ou une forte réduction coûterait plusieurs milliards de dollars par an en revenus perdus et compliquerait la réorientation vers du GNL plus cher. Le gazoduc est donc stratégique, presque vital pour maintenir ses exportations vers son principal client européen. • Le projet GALSI (gazoduc direct Algérie-Sardaigne-Italie) est souvent présenté comme alternative pour contourner la Tunisie, mais il reste peu crédible à court/moyen terme : très coûteux (plusieurs milliards d’euros), techniquement complexe (traversée sous-marine profonde), long à construire et à rentabiliser, et avec une capacité bien inférieure à celle du TransMed. Il n’est toujours pas réalisé malgré des discussions récurrentes depuis plus de 15 ans. Conclusion : Qui a besoin de qui ? L'équilibre est asymétrique : si la #Tunisie profite d'une rente confortable, c'est l'#Algérie qui joue sa survie budgétaire sur la fluidité du #TransMed. Pour Tunis, le gazoduc est un bonus financier ; pour Alger, c'est une artère vitale vers l'Europe. Ce rapport de force donne à la Tunisie une opportunité historique de renégocier ses tarifs de transit. La stratégie recommandée : L'heure n'est plus à la figuration. Dans un marché mondial en crise, la Tunisie détient une clé stratégique que l'Algérie ne peut ignorer. + Pour refléter la valeur réelle du transit sur son sol, Tunis doit passer d'une posture passive à une exigence de 7 % de redevance. + Négocier un surplus de 500 millions à 1 milliard de m³ de gaz supplémentaire par an à prix préférentiel (ou en prélèvement direct sur le flux). • Pourquoi ? Ce volume permettrait de couvrir près de 15 à 20 % de la consommation nationale tunisienne, réduisant drastiquement la facture d'importation d'électricité et protégeant le pays contre les coupures. L'Algérie a tout intérêt à payer ce "surcoût" plutôt que de risquer des pertes d'exportation massives ou de s'épuiser dans le projet #GALSI, bien plus onéreux.
