The inability to control suspects that you are witnessing from the NYPD is a result of the Diapraghm law which was signed into law by NYC council and written into NYPD Policy. The legislation along with department policy states officers cannot use chokeholds but they also cannot intentionally put pressure on the back, chest or diaphragm of a suspect regardless of the situation. As this is an impossible standard to uphold when attempting to subdue a resisting perpetrator, the law and policy is violated everytime a suspect resists as DA’s across NYC wait for the politically correct moment to indict a NYPD cop for violating it. The cops are fully aware of this law and the department policy which is why they look inept at handcuffing a resisting suspect. A situation which used to require 2 officers now requires 10. You see them clumsily stumbling over each other in an attempt to not violate the law or department policy but ultimately they always wind up doing so because there is NO way to not put pressure on the diapraghm of a resisting suspect in order to handcuff them. The only other way is to break them physically and mentally until they willingly place their hands behind their back. The law has made arrests more dangerous for perpetrators, cops and the public. This is yet another gift from NYC council that no one addresses or seeks to undue. Let’s just all just keep celebrating getting lucky at a failed terror plot and the billionaire heiress and her highly misrepresented crime statistics because the reality of the NYPD and law enforcement nationwide is dark. The Diapraghm law is the reason it now takes 10 cops to arrest 1 person.
