None of the tokens are "blocked". A validator performs a self-unstaking to exit the network. After a validator exits a Cosmos network, all tokens in delegation can be redelegated at anytime, or unstaked at anytime. It is the delegator's choice to redelegate, or undelegate, or keep it unmoved.

At block height 13,802,084, one validator on the Dora Vota network double-signed the block. The network removed the validator and continued producing blocks correctly. The fact that this event did not affect the Dora Vota network demonstrates the robustness of decentralized networks. We will work with this validator to gain more insight into the incident, and hopefully we can bring them back to the validator set soon. We encourage all validators to follow best practices to prevent double-signing events and to take extra care when performing server migrations.
