If a non refundable, quickly phased-out child tax credit is implemented in the context of a low tax rate and generous standard deduction, does it really exist at all?

@SpencerJCox Utah has a flat 4.85% income tax and a $1,662 standard credit for married couples, which also begins to phase out for those making more than $32K. Married couple with two kids making $30K would have their entire tax liability wiped out by the standard credit so their CTC is $0.
