If you care about affordable housing, you will want to read this... How much do new regulations add to the cost of housing? Part 3. Continuing my series here... I've already looked at the cost of new building requirements, and the cost of new land development requirements. Here I will look at the permitting and inspection costs related to the above. [Note: I am not looking at rising materials, labor, and land costs... I am simply asking how much it costs to have all these new regulations and requirements.] Permitting and inspection fees can vary from place to place... since I live and work in Austin, TX I will use it as an example. I think Austin is a good case study because it straddles the line between progressive building codes and ultra-conservative building codes. In fact, Austin has a reputation (relative to other big cities) of being YIMBY and easier to build in. Austin's permit fees are public, and worth a look here just to get a sense of the complexity and scope: austintexas.gov/sites/default/… Let's assume I want to build a 3 bed, 2 bath home 2,000 sqft house in Austin, TX (more than 10% smaller than the national average)... Here is what that would cost me in permits and reviews: - Residential Plan Review Application Processing Fee: $102.84 - Base Fee: $815.00 - 6% Development Services Surcharge on the base fee: $48.90 - Small project plan review + 6% surcharge: $128.03 - Express Residential Plan Review (again with surcharge): $102.84 - Austin Energy Building Service Planning Application Review Fee: $200.00 - Austin Energy 10% Technology Fee: $20.00 - If you didn't get something exactly right in you initial application, and have to resubmit: $484.11 - 6% Development Services Surcharge to resubmit: $29.05 - If you have to revise something in your plan (different than resubmit), a minor plan revision is: $76.50 - 6% surcharge to revise the plan: $4.59 - Major plan revision is over $500 total - Per hour charge for overtime review (if you are trying to hit a deadline for instance): $208.18 per hour - If you have any demolition to do before you build, total demolition review plus surcharge: $93.49 - If you want an appointment with a human being to go over everything in person because it is so complicated: $173.52 per hour (including the surcharge) [Here I am examining just building a single home, but if you want to be a volume builder (providing lots of new housing for Austin), there are almost $3000 of additional fees at this step.] - Residential Building Plan Initial Floodplain Review (Preliminary): $67.84 - Erosion Hazard Zone Review (Preliminary): $205.96 - Grading & Drainage Review (Preliminary): $205.96 - Residential Building Plan Detailed Floodplain Review: $419.76 - Erosion Hazard Zone Plan Review: $352.03 - Grading & Drainage Plan Review: $352.03 - If you want a flood plane variance to build what you want on your own land: $4,997.90 - Pre-Development Tree Consultation: $339.87 - Tree Plan Review: $496.65 - Tree Inspection: $203.52 - New Construction Site Inspection: $666.32 - Foundation Pre-Pour Inspection: $191.86 - Inspections to check on all of the above are $64.66 per inspection. - Reinspection is $73.46 - After hours inspection is $81.62 - Construction projects can involve dozens of inspections these days. - PreDemolition Inspection (each): $53.00 - Demolition Permit (each): $67.00 - Fire Residential Code Permit Review: $57.00 - Wildland Urban Interface Fire Inspection (WUI): $266.00 - Wildland Urban Interface Fire Plan Review (WUI): $336.00 (Fire reinspection or after hours fees are $266.00-$336.00 per) - Austin Energy Electrical Service Application Fee: $20.00 - Electric Service Inspection Fee: $109.80 - Single Family Residential Structures Base Building Inspection Fee: $263.21 - Single Family Residential Structures Base Electrical Inspection Fee: $270.69 - Single Family Residential Structures Base Mechanical Inspection Fee: $105.52 - Single Family Residential Structures Base Plumbing Inspection Fee: $184.70 - Single Family Residential Structures Base Energy Inspection Fee: $59.82 - Certificate of Occupancy Research: $24.00 - Fire Final (Certificate of Occupancy) Inspection: $266.00 - Certificate of Occupancy: $50.00 So, in Austin, to build a rather average home you are going to spend between $5000 and $15,000 on just permits, inspections, and fees. Add this to $25,000 - $60,000 in new construction costs related to new regulations, and $8,500 - $22,500 in new lot cots related to new land development regulations... *** I think the approximate all in total cost of new building regulations, permits, inspections, and fees is between $38,500 - $97,500 per home.*** At current mortgage rates, this is $170 - $625 per month for 30 years... simply for new regulations. This is not for a fancy, high-end home. This is middle class and working class housing in a normal American urban area. The costs of housing regulation are as much as medial insurance, a car note, or a person's food, and cost more than phone bills, internet, and electricity. If you think we must have all these regulations, this is how much they cost. This is not the cost of materials, labor, and land... this is how much it costs per home to follow regulations introduced since the 1970s. In the 1970s in Austin, you could walk into the permitting office in person with a set of plans in your hand, $100, and walk out in about 30 minutes with a permit to build. Did that ruin Austin? Was there a public health and safety crisis? Absolutely not. Some of our most iconic, interesting, and sought after buildings were built before the modern escalation of regulations, requirements, permits, inspections, and fees. Many long-time Austinites long for the days of "Weird Austin." It's what made the city desirable in the first place for artists, academics, entrepreneurs, and interesting people. If you care about the cost of housing, all of this should at least raise some alarm.
