Cambridge passed a 20% affordable housing mandate in 2017. In 2023, the entire city built 5 units, zero affordable. The policy failed so spectacularly they had to legalize 6-story buildings citywide just to restart housing production. Jersey City might try the same 20% mandate.

Unfunded affordable housing mandates are a tax on new housing. They drive up the cost of new construction, worsen the housing shortage, and raise prices for everyone in exchange for a handful of means-tested units. Blue cities should abandon this bad policy that harms the poor.

Rent control is so bad that just the threat of it is already distorting the market. Landlords are raising rents now because they know Beacon Hill might lock them in later. That means higher costs today and less housing tomorrow. We’ve seen this before. Rent control shrinks supply and makes the problem worse. In 2023, Massachusetts added a new "Millionaire" surtax. Some people claimed it would spark "tax flight" and rich people would leave the state. We know how data on 2023 migration, and there's just no evidence of that at all. In fact, high-income outmigration rates dropped.
