This is 100% assault. The bully should be charged as an adult, and the individual filming the incident should face charges for aiding or conspiring to commit bodily harm. The victim's parents need to press charges immediately. They should also pursue civil action against the bully's parents for liability in the assault, seeking significant financial compensation for medical costs, emotional distress, and other damages.
