ECI’s benchmarks for deployment of polling personnel yield a 33 percent gross reduction. After carrying out adjustments using historical data, the paper estimates a net reduction of 28 percent (i.e. 1.04 crore personnel-days) over a 5-year election cycle.

Rising tobacco use alongside expanded PMJAY coverage creates a classic moral hazard. Introducing calibrated filters or disincentives, such as higher premiums or conditional transfers to states with high tobacco users, can help protect public health & fiscal sustainability 14/15
