Reagan Clinton and Obama really tried to address government bloat but it had a lot of backfire effects, like DOGE. Fixing all
of it is a mess and so Trump is suggesting states start developing their own healthcare systems, and other federal programs and then each state can change their healthcare systems based on their politics because it is not functioning well as a national program and causes the federal government to become bogged down.
