At the panel on “Dispute Resolution in the Sports Sector: Trends, Challenges & Prospects” at #GumzoLaADR2026, Donald Rukare, President of Commonwealth Sport Uganda, emphasized that membership in sports federations inherently binds athletes and clubs to federation statutes, including arbitration clauses embedded in their governance structures.
He noted that while Uganda’s new sports law provides a strong foundation for domestic sports arbitration, the system still requires further development—particularly the establishment of a dedicated tribunal, clear procedural rules, and a functioning secretariat to manage arbitrators, hearings, and awards.
Dr. Rukare also highlighted the importance of aligning Uganda’s framework with international mechanisms such as the Court of Arbitration for Sport, while adapting to practical realities including cost considerations and the growing role of virtual hearings in modern sports dispute resolution. #GumzoLaADR2026
