PRESS RELEASE​​ FOR IMMEDIATE RELEASE ​​ ​​December 27th 2025 *TOR RESUMES OPERATIONS AFTER YEARS OF INACTIVITY* The Tema Oil Refinery (TOR) Ltd. is pleased to announce the successful resumption of crude oil refining operations after several years of inactivity, marking a historic milestone in the revitalization of Ghana’s downstream petroleum sector. This achievement follows the successful completion of major Turnaround Maintenance (TAM) works on the Crude Distillation Unit (CDU), executed within three months from 1st August, 2025 to 30th October 2025. The maintenance works were undertaken in strict compliance with international engineering, safety, and operational standards. Following the completion of the TAM, the National Petroleum Authority (NPA) conducted comprehensive regulatory inspections and confirmed TOR’s full compliance with all mandatory safety and operational requirements. Consequently, the NPA granted clearance for the resumption of refining activities. As part of a phased transition toward full operational capacity, and in advance of the refinery’s official recommissioning, TOR will continue operating over the coming months to stabilize systems, optimize performance, and ensure sustained operational reliability. In addition, TOR has completed the installation of a new furnace, F-61, which will soon be commissioned and integrated into the CDU. This critical upgrade will enable the refinery to restore its original nameplate capacity of 45,000 barrels per stream day (bpsd), up from the current operating level of 28,000 bpsd, with a clear strategic pathway to expand the capacity to 60,000 bpsd in the medium term, following the installation of a new Air-Cooler. The Government of Ghana will formally commission and tie-in the F-61 furnace at a later date. Details regarding the commissioning event, including timing and arrangements, will be duly communicated to stakeholders and the general public in due course. TOR expresses its deep appreciation to His Excellency President John Dramani Mahama for his continued support, vision, leadership, and steadfast dedication and commitment to the restoration of TOR as a critical pillar of Ghana’s energy infrastructure. The refinery also extends profound appreciation to the Minister for Energy and Green Transition, Hon. Dr. John Abdulai Jinapor (MP), whose dedication, technical oversight, and policy leadership have been instrumental in restoring TOR to operational life. His consistent support and hands-on engagement have ensured the effective alignment of technical execution with national energy priorities. TOR further commends its board, management, and entire workforce for their enthusiasm, resilience, professionalism, and unwavering sense of purpose throughout this revival journey. The staff of TOR remains committed to sustaining the refinery’s renewed operational momentum and achieving excellence across all aspects of refinery performance. The Board and Management of TOR Ltd. extend sincere gratitude to the Government of Ghana, stakeholders, and the Ghanaian public for their continued confidence and support. I had the privilege of participating in the 2026 Stakeholder Conference organised by the State Interests and Governance Authority (SIGA), led by Vice President Jane Naana Opoku-Agyemang, where Government reaffirmed its commitment to strengthening the performance and accountability of State-Owned Enterprises (SOEs) under the economic reset agenda. Representing Tema Oil Refinery (TOR) in my capacity as Managing Director, I joined fellow stakeholders in discussing critical reforms aimed at improving efficiency, transparency, and financial sustainability across the SOE sector. The Vice President underscored the pivotal role SOEs play in Ghana’s development—managing strategic national assets, generating revenue, and creating employment—while also acknowledging ongoing challenges such as operational inefficiencies, financial losses, and weak accountability structures. Key discussions focused on reforms led by the Ministry of Finance in collaboration with SIGA, including strengthening corporate governance, enforcing performance contracts, enhancing transparency, and reviewing the State’s equity portfolio to drive better performance and strategic investments. The importance of the Public Enterprises League Table (PELT) was also highlighted as a tool for benchmarking and promoting excellence, with this year’s awards set to recognise top-performing institutions. For TOR, this engagement reinforces our renewed commitment to operational excellence and our role as a key driver of Ghana’s industrial and energy transformation. We remain aligned with Government’s vision of repositioning SOEs as engines of shared prosperity.

On Thursday, 12 March, I joined President John Mahama, government officials, and downstream energy CEOs to launch the Sahara LPG Vessel, MT Asharami Ghana, in Ulsan, South Korea. This milestone marks a significant step in Ghana's energy sector, improving LPG supply chains, which can hugely support cleaner energy, and boost energy security in Ghana and West Africa. The vessel will enhance regional LPG transport capacity, providing safe and reliable energy to households and businesses, and is expected to augment Ghana's energy sovereignty, catalyze economic growth, and promote sustainable development, with potential operational efficiencies. President Mahama emphasized that this achievement strengthens Ghana's energy infrastructure, supporting our transition to cleaner energy sources - Ghana currently produces about 50% of its LPG locally and relies on imports for the rest. He commended Sahara Group for advancing our energy infrastructure, expressing optimism that the vessel will strengthen LPG supply chains and support regional energy needs.

In a highlighted address in Zambia, H.E. John Dramani Mahama underscored the stabilisation of the Tema Oil Refinery under the current leadership. The tenure of the current management which I am privileged to lead as Managing Director under the direction of the Board has been defined by discipline, clarity of purpose, and institutional realism, prioritising the continued functionality of this strategic national asset amid legacy debt and operational constraints. Reinforced by clear leadership, mentorship, and political direction from the President, alongside consistent support from the sector minister, Hon. Dr. John Abdulai Jinapor, this alignment reflects the RESET Agenda articulated by H.E. President Mahama in Zambia: strategic state institutions must be deliberately managed, restructured, and protected for the common good of Ghanaians, not abandoned. The revival of TOR has directly safeguarded 1,144 jobs and continues to create opportunities for the nation’s teeming youth, particularly young engineers. We also acknowledge the collective dedication and professionalism of the entire refinery workforce, whose commitment has been central to the rapid turnaround achieved in the months following the President’s assumption of office. Together, we remain resolute in protecting and defending Ghana’s strategic assets, ensuring they continue to serve the national interest and the prosperity of generations yet unborn.

Logistical Support Management of Tema Oil Refinery has officially procured and handed over a fleet of vehicles to significantly enhance and strengthen the operational efficiency of the refinery. The fleet comprises eight (8) brand new Mitsubishi vehicles, three (3) Toyota Coaster buses, two (2) industrial forklifts, as well as other essential operational vehicles to support day-to-day activities across the refinery. This timely logistical intervention comes at a critical moment, as the company has for a long time been confronted with severe logistical constraints. The last instance the refinery benefited from such substantial logistical support from management dates back to 2013, and the prolonged absence of adequate operational logistics adversely affected productivity and slowed overall progress. The Board Chairman, Hon. Nayon Bilijo, officially commissioned the fleet, thereby authorizing its immediate deployment for official and operational use. Just as all other works were paid for using the Internally Generated Funds (IGF) of the company, these vehicles were procured using monies generated from within the refinery in 2025 by the new management. Management seizes this opportunity to convey its profound appreciation to the President of the Republic, H.E. John Dramani Mahama, and the Minister for Energy and Green Transition, Hon. John Jinapor, for their steadfast support, strategic direction, and unwavering commitment to the refinery from inception to date. Management deeply acknowledges your guidance, leadership, and resolute agenda aimed at ensuring the sustainable success and revitalization of the refinery. Management further extends its heartfelt gratitude to the entire workforce for their resilience, dedication, and unflinching support from day one to the present.

Corporate Lunch 2025 Tema Oil Refinery (TOR) Ltd. rounded off the year in grand style with a Corporate Lunch held on 23rd December, 2025, bringing together staff and management to celebrate a successful end to the year. Over the years, TOR has experienced its fair share of challenges, often with little to show for the resilience and sacrifices of its workforce. However, 2025 marks a historic turning point. In record time, the Refinery successfully completed a major Turnaround Maintenance (TAM) of the Crude Distillation Unit (CDU)—a significant milestone that signals a strong comeback for the organization. This achievement firmly etches 2025 as a defining year in the life of TOR and its employees. The atmosphere at the event was one of excitement and camaraderie, filled with merrymaking, shared moments of joy, and deep reflections on the journey through highs and lows. The presence of the Board of Directors and Management added to the significance of the occasion.
