✨ A new chapter begins. As we near the final years of the UN 2030 Agenda for sustainable development, UNESCO and the SDG 4 High-Level Steering Committee are launching a global consultation to shape the education agenda beyond 2030. Youth will lead the way, just as they did for the Transforming Education Summit. Through @UNESCO's youth-led consultations, they will define the Post-2030 Youth Agenda for Education. [Register now] High-level global debate on policies to address the out-of-school challenge Co-hosted by the SDG 4 High-Level Steering Committee (HLSC) as part of the high-level launch of the 2026 GEM Report on access and equity, this global policy debate will bring together senior policy-makers, development partners, civil society organizations to share and examine policies that have successfully increased enrolment and retention across a variety of national and regional contexts. At its August 2025 meeting, the HLSC called for a global debate on policies that have proven effective in reducing out-of-school rates under diverse contexts and starting conditions, including through non-formal and alternative learning pathways. On 13 March, UNESCO and France convened a high‑level policy debate on sustainable education financing under the G7 France Presidency, in close cooperation with the @GPforEducation. This gathering came at a critical moment. With an estimated annual financing gap of US$97 billion in developing countries, SDG 4 is at risk. Across the world, education systems are under increasing strain — from shrinking fiscal space, rising debt burdens, and persistent inequalities in access to quality education. And yet, education remains one of the most powerful levers for inclusive growth, social cohesion, and long-term stability. Today, the challenge is not only to mobilize more resources for education, but to ensure that existing resources are managed more efficiently and effectively, aligned with fiscal realities and supported by stronger national capacities. The objective was clear: advance sustainable investment in education, grounded in domestic resource mobilization, effective public financial management, and stronger global partnerships. ✨ The incoming 2026–2027 members of the SDG 4 High‑Level Steering Committee (HLSC) met for their first session at UNESCO Headquarters in Paris. The HLSC is the global body for advancing #education worldwide, bringing together governments, international organizations, civil society, teachers, youth, donors and the private sector around one table to drive collective action. The HLSC has: Adopted concrete actions to tackle bottlenecks and accelerate SDG4 in the countdown to 2030. 🔵Approved a 3‑year roadmap to lead global consultations shaping the future education goal beyond 2030. 🔵Committed to an inclusive process across all regions and actors — starting with youth‑led consultations. 🔵Reviewed progress on education financing (domestic resource mobilization, debt‑for‑education swaps, and public financial management). 🔵Reaffirmed that sustainable education financing is essential for resilient systems, committing to mobilize global support and innovative financing to ensure predictable, equitable resources and reduced reliance on external aid. We are at a critical moment, with just four years remaining to achieve the targets of the 2030 Agenda. Amid displacement and inequality, Afghan refugee and #LeadingSDG4Youth Khatira Abdul Samad is bringing education and language learning to refugee girls in Pakistan. Having grown up without access to formal schooling until Grade 5, Khatira knows firsthand what it means to seek education without structured opportunities or support. International cooperation in education is undergoing a profound shift. As traditional multilateral frameworks lose momentum, new forms of South–South cooperation — from China-Africa partnerships to broader Southern networks — are reshaping the architecture of basic education. These emerging arrangements do not simply fill the gaps left by donor-led systems; they reconfigure who contributes, who decides, and whose priorities guide the agenda. What might a more plural and networked multilateralism mean for the future of basic education?
