Data on second-basis needs to be sent by the aggregator in real-time.

Allows them to cancel out the imbalance impact of our activations on the BRP perimeter of the EV owner's connection.

@bigenergydjihad @Next_Kraftwerke @jedlix We are not discharging back into the grid, but starting and stopping the recharging process of the car. Therefore, there is no additional load on the battery and there is no impact on the warranty.
