Everyone needs to calm down over this one. There's some important context missing, here. This would generally only happen in Canada if someone has expressed to a psychiatrist that they intend to harm themselves or someone else. If that doctor isn't able to have them detained at the time, they refer it to the police. It sounds like they have been trying to get in contact with him for this reason. They couldn't find him when they went looking for him, so there was most likely a BOLO issued. His plate got picked up and the officer would have had a note to detain him. Without the missing context, though, it's difficult to say, but it seems like this is the most likely scenario. So, no, police aren't just pulling people over and then arbitrarily taking them off to psych wards.
