An enabler can also be a victim. Main person who should take the responsibility is the perpetrator. Does the enabler get a pass? No. They however should be approached differently. There's also one thing we don't know for sure, whether the post was done with consent.

The victim's experience, and your image. Fix the first, you'd get to fix the latter.

Sometimes it's better to delay your apology. Reach out to the victim first, apologise to them. And then write a Public apology but not to the public, and don't write anything to defend yourself. Admit your mistake. Then keep showing up that you mean it.

The audio clearly pointed out the SA/rape did happen.
Even if he wasn't aware of how bad or know abiut consent or whatever the excuse is, because he was 14/16, it did not erase the fact he did SA his brother.
